Pali BEKE

Our friend Pál Beke left us for his last journey in the beginning of November 2009. We wish to present to his family and friends our sincerest condolences We will always remember his sparkling eyes and his total commitment to Civil Society and non-formal education in general, of which Pali was a pioneer in Hungary, if not THE pioneer! As a tribute, we offer below an article written following one of his contributions in which he presented the cooperation installed for many years between Hungary, France and Contact-2103; Pali is himself an essential pillar of this cooperation! Nous nous souviendrons toujours du regard pétillant de Pali et de son engagement total en faveur de la Société Civile et de l’éducation non-formelle en générale. Pali en était un pionnier en Hongrie, pour ne pas dire LE pionnier ! A titre d’hommage, nous vous proposons ci-après un article rédigé d’après une de ses contributions dans laquelle il présentait la coopération installée depuis de nombreuses années entre la Hongrie, la France et Contact-2103, coopération dont Pali est un des piliers essentiels !
In 1983, the Hungarian Institute of Culture received a French delegation of the MJC. This event is at the start of a large French-Hungarian cooperation. The partnership was first extended to the region of Languedoc-Roussillon, under the leading of Bernard Kohler, who was responsible for introducing the system of MJC in Hungary since the late 1980s, but especially since 1992 and up 'to today. One important result of the cooperation with the FRMJC Languedoc-Roussillon is the creation in 1989 of the Municipal Federation for Youth (IFÖSZ) which since 1999 has been a member of Contact 2103. In spring 1999 in Cordoba, at the seminar organized by Contact 2103, IFÖSZ met the new leaders of the CMJCF with whom they have developed a new framework for cooperation, declared officially at the Convention of Strasbourg in 2001 by signing a partnership agreement. Many steps have been undertaken - study visits, seminars, training, etc... – one could observe in parallel in Hungary the rise of a hundred "civil associations" supported by local volunteers, a model based on that of the MJC. In December 2003, Contact-2103 and the IFÖSZ with the Ministry of Youth organized a seminar in Budapest named "Magyar, Youth, Democracy," that most members of the European network joined. In the following years, all the responsible for the civilian houses in Hungary had the opportunity to participate in trainings and / or study visits in France. The most important result of the Franco-Hungarian cooperation is the creation in 2007 of the "National Federation of civilian houses” in Hungary, as well as a forum for supporting and promoting all of these houses. The feasibility visit to Narbonne organized in November 2009 will see the adhesion of the new federation as a full member of Contact-2103 and also the signature of a new partnership agreement with the CMJCF.
En 1983, l’Institut Hongrois de la Culture avait reçu une délégation française des MJC. Cet événement est à l’origine d’une large coopération franco-hongroise. Le partenariat s’est d’abord prolongé avec la région Languedoc-Roussillon, sous la direction de Bernard Kohler, qui s’est chargé d’introduire le système des MJC en Hongrie depuis la fin des années 1980, mais surtout depuis 1992 et jusqu’à nos jours. Un des résultats importants de la coopération menée avec la Région Languedoc-Roussillon est la création en 1989 de la Fédération Municipale pour la Jeunesse (IFÖSZ) qui depuis 1999 est membre de Contact 2103. Au printemps 1999 à Cordoba, lors du séminaire organisé par Contact 2103, l’IFÖSZ fait la rencontre des nouveaux responsables de la CMJCF avec qui ils ont élaboré un nouveau cadre de notre coopération, affirmé lors de la Convention de Strasbourg en 2001 par la signature d’une convention de partenariat. De nombreuses étapes ont suivi - visite d’études, séminaires, formation, etc. – voyant en parallèle naître en Hongrie une centaine « d’associations civiles » locales portées par des bénévoles, sur un modèle inspiré de celui des MJC.  En décembre 2003, Contact 2103 et l’IFÖSZ, avec le Ministère de la Jeunesse, ont organisé un séminaire à Budapest intitulé « Magyar, Jeunesse, Démocratie », auquel la plupart des membres du réseau européen se sont joints. Dans les années suivantes, tous les responsables des maisons civiles hongroises ont eu l’occasion de participer à des formations et/ou à des visites d’études en France. Le résultat le plus important de la coopération franco-hongroise est la création en 2007 de la « Fédération Nationale des Maisons Civiles de Hongrie », ainsi que d’un forum pour soutenir et promouvoir les actions de ces maisons. La visite de faisabilité organisée à Narbonne en novembre 2009 verra d’une part l’adhésion de la nouvelle fédération en temps que membre effectif de Contact-2103 et d’autre part la signature d’une nouvelle convention de partenariat avec la CMJCF.
